Minutes
I.  Call to Order: 6:05 PM
Present: George Rios/President, Bok Kai Parade; Denise Haines/Secretary, Sister Cities; Billie Single/Vice President, Sister Cities; Gary Arlington; Bing Ong, Marysville Chinese Community, Inc.; David & Jean Chan, Marysville Chinese Community; Shirley Evans, Treasurer.

IV.  Review of Minutes: Minutes from the November meeting were deferred.

V.  Treasurer's Report: : – Copy attached:
A. Payment to Geoffrey Fricker was re-issued for photography, $250.
B.  Balance 12/9/02 $589.62.
C. M/S/P to accept the treasurer's report.

VI. Guest Speaker:
Glen Wallace, Fundraising Idea. Suggested possibility of "selling” paving blocks as done at Olympic Square in Atlanta. We would be selling advertising space with company names on the paving blocks.
Per Paul we may be able to remove the railroad levee to level land and create a garden/patio area. Hopefully businesses/groups could donate materials. The area could be designed as a park-like environment using Chinese artifacts/Feng Shui. At this stage this is just a talking concept. The City has a lot of obligations to clear before anything is done.
Mr. Wallace and his wife want to help. He and Shirley Paiz would be willing to buy a 1 foot square for $1000. Four hundred donations would raise $400,000. It would probably cost around $100 to lay a tile. The ones closet to the steps would cost more. Jean suggested putting a Chinese character on the pavers. Glen would be willing to work on a sub committee.
Wally – a good idea, asking corporations for $1000 is possible. Gladding-McBean might be able to produce the pavers.
Billie – maybe we could have some smaller bricks also.
Paul – the City has bricks they might be able to donate.
Wally – Phillip Choy, Chinese Architect, could be asked for a design
when the land is acquired.
Volunteers for Ad Hoc committee for this project: Denise, Billie, Glen and Paul to represent the City. Glen was nominated by Paul to head the committee.

VII. Action Items:
A. Old Business:
1.  Braces at the Temple Entrance: Lew contacted Dave Lamon and Gene Teran, engineer. He presented a plan to modify some supports to allow for safe foot traffic at the Temple. George expressed concern over “jack supports”. Can those be removed or modified for safety. Lew said that can be done.
a. M/S/P to place this item on the agenda.
b. M/S/P to have Lew modify the supports for the previous bid of $2700.
2.  Audit: Sandra Carlos will be helping in January for minimal costs.
3.  Postcards/Wally: Wally brought in two samples of postcards that were donated by himself and Billie. The photographer asked for acknowledgment; Billie has this information. Suggested retail donation of $1.00.
4.  Major Fundraiser/Athena: Athena was unable to attend but sent Billie an e-mail re: the restoration. This will be on the January agenda—Ad Hoc committee to review the HSR report.
5.  Donated Dinners/Jean: Working on it!
6.  Banner for the Organization
George: We will need a banner for the booth for the Bok Kai Parade. Billie will get an application for the both. George will bring in two designs for the Chan's to check. The parade is March 8 and Bomb Day is March 9.
7.  Newsletter/Billie: Needs articles that members are supposed to be writing. Billie is interviewing Bing and Katie. Shirley is preparing a financial report. Dave & Jean are reporting on the Chinese community involvement.
8.  Temple Visitors November 12, 2002/Jean: A family from Sacramento/LA visited and spent quite a bit of time talking with Bing who conducted the tour.
B. New Business:
Global Theme Consultants/Paul McNamara: These consultants have proposed a Chinese cultural center for the City of Marysville and have entered into Memorandum of Understanding to determine if enough money, buildings and property are available to do it without costing the City anything. Global is to include all groups (Bok Kai, Suey Sing, Hop Sing, and the City). One member from each group will be on the Ad Hoc Committee to meet with Global. They are looking at the old Hollywood Trailer Park. They have interested sponsors in Mainland China. They would like to build a Chinese Village in the old trailer park, which already has the required amenities (water/sewer), established. This would be a representation of life in old China and will not conflict with anything the local Chinese community is doing or plans to do including the Chinese museum. They must work with the local community. Global would design the project with local input to planning. The City passed the MOU on November 19; the agreement is up in November 2003. Paul will let us know when Global will have a meeting.

VIII.  Comments from the floor:
1.  Billie: Received information from ARG for the project close out. We were supposed to get one for the whole project. Billie talked to David Wessel that we keep getting bills. Supposedly we have the last one. He said the bills can wait if we don't have money for the last two invoices ($6000 and $1000).
2.  Billie: Talked to Dirk Helder, Mayor of Marysville, to check on proposition 40 money. Applications will be out in March.
