Marysville, CA 95901 Minutes
I. Call to Order: 6:05 p.m. Call Present: George Rios/President,
Bok Kai Parade; Denise Haines/Secretary, Sister Cities; Billie Single/Vice
President, Sister Cities; Gary Arlington; Bing Ong, Marysville Chinese
Community; Glen Wallace; David Chan, President, Marysville Chinese
Community; Jean Chan, Marysville Chinese Community, Rich Azevedo,
Athena Randolph, Historic Preservationist.
Guests: Kevin Wong, KW Construction,
Sacramento.
II. Consent of Agenda: M/S/P
as presented
III. Review of Minutes: M/S/P with correction to statement made by Athena. IV. Correspondence: Donation from Frances Lock $200 for restoration.
V.
No new bills were presented. M/S/P to accept the treasurer's report.
VI. Guest Speakers(s): Kevin
Wong, KW Construction:
Mr. Wong was able to see the Temple today. He feels the building will probably become a physical hazard in the next four to six months. There is no way to repair the wing walls without taking the murals down. His company restored the PG&E substation in Sacramento, which was built in 1890 (brick). We will need to replace 50% to 60% of the brick in the Temple. He will suggest replacing the wing walls rather than trying to repair them. It would be better than losing the murals while trying to repair the walls and would be more cost effective. He can give us a bid in about a week. It will take around six weeks to complete. They will try to allow the Temple to be open during the weekends during construction.

A. Old Business:
1. Stone Engraving
Fundraiser Project: Nothing new.
2. AdHoc Committee
for ByLaws/Glen: He just finished the first 9 pages in draft form.
We need to have some feed back about membership categories and voting
privileges.
Athena: we need language regarding advisory directors such as Chinese Benevolent Association (CBA). This will be addressed. 3. Silver Dollar
Fundraiser/Billie. Billie, Jean and Denise will meet to discuss
this.
4. Chinese New
Year: Suggested we have the wine tasting to coincide with the Chinese
New Year January 22, 2004, possibly January 24.
5. Permission
to Seek Other Grants/George: Deborah Mirande did talk to Dave Lamon.
Per Dave going after small grants is not a problem.
6. PRC Letter/Denise:
Paul requested information from David Chan/Chinese Community to
be included in this letter. The Chan's are working on this.
7. San Francisco
Trip: Notes of trip were presented. Mr Low called David to thank
us for coming to San Francisco. They decided to use the Chinese
Community Inc. for the account for deposits. They should have funds
available in a few months. There will be three signatures on the
account from CBA and two from the Chinese Community Inc. The account
will be named Bok Kai Temple Restoration. Athena: we need to be
very clear on their expectations and ours. Money already spent cannot
be claimed as matching funds for grants. Denise suggested we put
together a short history of what has been done and what is planned
with a proposed timeline that could be posted outside the Temple
so that visitors would have an understanding of the project progress
also indicating that the bracing is for the visitors safety. Athena
suggested the article she wrote for the newsletter could help. The
newsletter is still not ready. George needs to give a copy of his
article to Billie. Billie will put together a history of activity
at the Temple. Athena: we need to send a thank you letter to the
CBA. Athena: David Wessel will be out this week to mount a devise
to measure movement. He will contact Billie to make arrangements
to evaluate how much movement is happening.
8. Membership/Rich:
This item was added to the agenda with committee consensus. Nothing
at this time.
B. New Business:
1. Asian Pacific
American Newspaper/Jean: Jean is trying to get in touch with the
writer.
2. ByLaws Revision:
already covered above.
3. Bak Kai Parade
Funds/George: The Parade Committee will release $2500 to the Bok
Kai Committee in approximately August. The Parade Committee is holding
more funds than usual to improve the Parade next year.
4. Visit by Chinese
Architect:
VIII. Comments from the floor: Gary: With the bid
from KW Constructions we now have our three qualifying bids.
Athena: Holly Fiala
is ill from complications from surgery.
George: can we send
a card? She will be out until September. We will wait to hear from
her. If Deborah is taking over small grants and Gary and Billie are
to be in touch with the contractors, what should she do? Continue
pursuing large grants!
Glen: Hopes that the
primary focus in the next weeks is marshaled toward the San Francisco
group. We must pay close attention to this group and keep in contact
with them. We have so many projects going on we are forgetting about
important things.
