I. Call to Order: 6:05 PM Present: George Rios/President,
Bok Kai Parade; Denise Haines/Secretary, Sister Cities; Billie
Single/Vice President, Sister Cities; Shirley Evans, Treasurer,
Gary Arlington; David Chan, President, Jean Chan, Bing Ong,
Gordon Tom, George Chan, Marysville Chinese Community; Paul

1. Stone
Engraving Project
Mary: Spoke to Butte Sand & Gravel who will get together with land owners around Beale to see if we can get a piece of stone fencing. May have an answer by the next meeting. 2. Bylaws
Committee
Billie: Passed out the latest revision. Billie noted that typos will be corrected. Paul: correction: Art 4, Meetings, Sec 1 Quorum for Meetings of the Board of Directors: The suggestion previously made was "quorum of Board members present". Discussion: Gary suggested we have 5 Board members present constitute a quorum. Mary: asked if there is allowance for alternates-No. Rich: when the slate of officers is complete, we need to enforce the three meeting provision. Billie: asked for a show of hands for a minimum of 5 Board members present constitute a quorum. All in favor. Paul: All bylaw language will be corrected to reflect 5 Board members make a quorum. Suggested we all go over the Bylaws again and bring final suggestions to the next meeting. Billie asked that anyone who has changes contact her before the next meeting, 12/8/03. 3. Sister
Cities Wine Tasting
Kay: Has three wineries, one brewery, and olive oil bottler so far. Two shops from Nevada City may be interested in selling oriental/Asian items and will donate a portion of sales to the BokKai. She has people to set up. She will contact John Young to get Lion Dancers. Still looking for a caterer. Asked that each person bring something for Silent Auction to donate. Billie has the posters and will bring them to the next meeting. Paul will do a radio spot. Athena will do a TV spot on channel 5. Kay will contact the newspaper. George will remind Athena. Kay will bring tickets in at the next meeting. The posters will be up in Yuba City, Marysville and Nevada City. George will announce the event at the Yuba City Downtown Merchants Association meeting. We will have Public Service Announcements on KUBA and channel 5. 4. Update

Save the BokKai Temple
George: Proclamation was read at the 11/18/03 Marysville Council meeting. We are attempting to get Gridley, Yuba City, and Wheatland to declare similar proclamations. Paul will attend administration meetings and ask for their support. Jean will bring the proclamation to the next meeting. George asked for members to attend the proclamation meetings with him. 7. to erect a Sign
George: Has been contacted by the City Clerk to on the schedule for the next meeting. He would like an AdHoc committee to design the sign and meet with Mr. Lamon so we meet City requirements. Billie: Wally suggested the sign also be in Chinese. Shirley: Can the cost of the sign be submitted to the City EBG fund? Paul: no, not appropriate for that funding. 8. Membership
Rich: George asked Rich to attend a parade meeting to see about the special seating provided for Bok Kai Committee members. Rich has contacted Pepsi and asked about getting sodas donated, they just need a letter with the particular information. George suggested asking them for a banner for the grandstand. The new owners of the Silver Dollar are open to activity there also. Last we heard they did not have access to the upper rooms but Frank will allow use of the upstairs B. New
Business:
1. Latest
group visit to the Temple/Billie:
A Senior Citizens group from Sacramento toured the Temple. They had been making arrangements for two months through Dan Barth who had not made any arrangements with the Chinese community. The Chans were contacted and arranged for Gordon to conduct a tour. There were about 40 in the tour and they donated $50. 2. Resignation-Glen
Wallace/George: Received a letter of resignation citing his
concern that the Temple is being linked to the Chinese Village
project.
Paul: People in SF wear more than one hat. Wilma Pang is working with/for more than one group. She became involved through Mr. Rudloff's contact and her interest in the Temple led to the involvement of the CBA. The only thing Mr. Rudloff has done in connection with the Temple is told potential investors that they will not get the support of the Chinese community if they do not support the Temple. Right now anything done in lower downtown Marysville (China town) must reflect Chinese architecture. We have gotten money from people who previously did not know the Temple existed prior to Paul's contact with them. Mr. Rudloff is currently has an architect working on elevations for the Village. He was given an extra six months to complete his project by the City Council. 3. Change
of officers in the Chinese Community, Inc./Jean:
Officers were elected at a meeting without appropriate nominations. A person from Sacramento was elected which is against their bylaws, which state that officers must be local residents. A special meeting was held over the weekend to discuss the previous meeting. Another appropriate election will be held to elect officers. 4. December
22 meeting/George:
Asked what group wanted to do about this meeting that is so close to the holidays. Because the wine tasting is soon after that, it was decided to hold a BRIEF meeting on 12/22/03 specifically to discuss the wine tasting and ONLY urgent business. 5. Adhoc
Committee for Temple sign/George: Paul and Gordon have already
agreed to form this committee and will coordinate with Dave
Lamon.
Paul: we do not need to take a rough draft to the City. 6. Alarm
system for the Temple/George: The alarm company needs to meet
with the Chinese representatives to take another look at the
Temple and decide what needs to be done.
7. Transfer
of Funds to SF 6/George: Billie received a call from Mr. Low
who wants us to transfer our funds into their account. No reason
was given.
Billie: Mr. Low's board requested we transfer to them the donations we have received. Jean: Feels this came up because of the Suey Sing meeting. The Chans did not attend the luncheon with Mr. Low on Monday. Feel the funds should stay here, on reason to transfer. Jean said they had received a $5000 check from Sacramento, which they are sending to SF. Bing: This is all because of a couple of members of the Suey Sing who want to get rid of the Bok Kai Committee and give control to the SF group. Paul: When we attended the inauguration for Mr. Low in his speech he commented that the 6 would take over control of the Temple. He received a call Friday from SF re elections. The Suey Sing wants to get the Hop Sing out of the way and be in charge of the project with the help of SF. Mary: This puts us in a bad spot in dealing with Butte Rock, Rotary etc. Billie: Phil Choy is involved with the rock wall and it is not a part of the Temple restoration. Gary: did Billie ask why. David: it's a power struggle. Denise: comment: the funds raised by this group should stay here for the benefit of the Temple. If the Chinese community wishes to give control of the Temple to SF that is their decision. SF will have to deal with the Historic Trust designation and the Federal Government. Consensus of Board Members present: Unanimous to not transfer funds to SF. George will talk to Mr. Low as long as other members are on the phone with him. Denise: suggested George, Paul, and Chinese community members talk to Mr. Low but need to schedule an appointment time for the call with Mr. Low. VII. Comments
from the floor:
Kay: Sister Cities members are asking why the group has not been acknowledged for contributing over $20,000 to the Temple restoration. George Chan: Suggested a letter be sent to Glen thanking him for his contributions to the committee and the Temple. Jean: Regarding the souvenir booth at the parade, she has contacted Penny Redmond for info on the pinwheels. They retail for $5. This will be put on the agenda for the next meeting along with other suggested items to order: horoscopes, T shirts, etc. George: We will support the Chinese community in any way possible. Hopefully we will continue as a group with the same goal. He will schedule an appointment with Mr. Low for the phone call. Paul: Can set up a conference call from City Hall. IX. Adjournment.
